2. Discussion Regarding Revenue Generation
Interim Assistant City Manager Diaz informed the Committee that the polling of citizens for
their input of what is important to the City of San Leandro will begin in late August. Staff has
been working with Lew Edwards Company on determining what questions are to be asked. The
outcome of the poll will assist staff and Council on what are the values of the community.
Mayor Santos questioned whether the issue of San Leandro Hospital will be part of the poll and
informed the Committee that he is working with Supervisor Alice Lai-Bitker on working to keep
San Leandro Hospital's Emergency Room open.
Budget & Compliance Manager Perini spoke regarding the City's fees and discussed the current
issue the City of Oakland is facing on the increase to parking fees. Both Mayor Santos and
Councilmember Prola asked staff to look into other Alameda County cities and determine if San
Leandro's fees are comparable and perhaps raising our fees to match.
3. Discussion Regarding Final Year End Budget Adjustments for FY 2008-09
Interim Finance Director Carter provided the Committee with Fiscal Year 2008-09 year-end
budget amendments. Carter explained that during the fiscal year various events occur that
require recognition, e.g. grant revenues may have been received but not included in the original
budget, emergency expenditures may have been required, and there could have been
appropriations for Capital Improvement projects. The year-end adjustments for 2008-09 total
$5,646,662. Mayor Santos inquired on whether funds could be borrowed from the Heron Bay
Maintenance Fund to the General Fund. Carter informed the Committee that there were
restrictions and therefore that was not possible.
Committee Recommendation
The Finance Committee recommends that Council schedule approval of final year-end budget
adjustments for fiscal year 2008-09.
4. Committee Member Comments
Mayor Santos and Councilmember Prola thanked staff for their work and commitment to
providing excellent service and up to date information. Mayor Santos recognized the difficulties
the City is facing and mentioned the sacrifices staff has been making. Mayor Santos also
recognized that Public Safety will also have to meet the same sacrifices as the miscellaneous
employees.
S. Public Comments
None
6. Adjourn
The meeting was adjourned at 10:32 a.m.
2
