IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION N0.2009-119 (2012/3154/3166) RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN AND AMONG THE CITY OF SAN LEANDRO, DAMS STREET FAMILY RESOURCE CENTER, BRIDGE HOUSING CORPORATION, ALAMEDA COUNTY GENERAL SERVICES AGENCY -CHILD CARE PROGRAM, AND CHILD CARE COORDINATION COUNCIL (4C's) OF ALAMEDA COUNTY REGARDING THE CHILD CARE CENTER IN THE ALAMEDA AT SAN LEANDRO CROSSINGS WHEREAS, the City Council of the City of San Leandro (the "City") approved the Project Vesting Tentative Map (Resolution 2009-027) for the Alameda at San Leandro Crossings, a 100- unit affordable rental housing development located at 1333 Martinez Street, on Apri16, 2009; WHEREAS, the Redevelopment Agency of the City of San Leandro (the "Agency") approved a $9.1 million development loan from Low and Moderate Income Housing Funds on April 6, 2009, to the nonprofit developer, BRIDGE Housing Corporation ("BRIDGE"), to assist in pedevelopment and construction of the Alameda: WHEREAS, the Alameda at San Leandro Crossings complies and furthers the City's Downtown San Leandro Transit-Oriented Development Strategy certified by the City Council pursuant to Resolution 2007-111 adopted on September 4, 2007; WHEREAS, there is a high demand for child care services in and near downtown San Leandro particularly for low income families and the local workforce, and BRIDGE has determined that a child care center in the 5,400 square foot ground floor space in the Alameda would be a viable and appropriate use of that space; WHEREAS, BRIDGE has selected Davis Street Family Resource Center (DSFRC), an established and experienced social services and child care provider in the City, to operate the child care facility in the Alameda upon completion of the tenant improvements; WHEREAS, DSFRC and BRIDGE have proposed a partnership under a memorandum of understanding (MOU) between the City, BRIDGE, Alameda County and the Child Care Coordinating Council (4C's) of Alameda County during the planning and construction phases regarding tenant improvements for the child care facility in The Alameda; NOW, THEREFORE, the San Leandro City Council does RESOLVE as follows: The City hereby authorizes and directs the City Manager, or his designee, to execute the memorandum of understanding substantially in the form as attached to this resolution on behalf of the City, and to execute any amendments thereto.
