MINUTES Page 12 City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro Redevelopment Agency Joint Meeting--July 20, 2009 Councilmember Prola reported on the recent meeting of the Alameda County Mosquito Abatement District. He reported that the District has entered into agreements with its 14 employees. He gave an update on the spread of West Nile Virus, reporting that six dead birds have been found within a one-block area of Livermore this year. Councilmember Prola also reported on the meeting of the Airport Noise Forum, and a meeting at the Alameda County Registrar of Voters on ranked choice voting. Vice Mayor Starosciak reported on the recent meeting of the League of California Cities East Bay Division. Dinner was held at Paradiso, and a presentation by the East Bay Economic Development Alliance was held at the Zocalo Coffee House. She remarked that it was an opportunity for San Leandro to showcase its local businesses. Mayor Santos reported on recent meetings of the East Bay Dischargers Authority (EBDA), and the League of California Cities' Water Quality Task Force. At the last ACTIA meeting, there was discussion regarding eliminating the proposed BART airport connector project. Mayor Santos reported that at the Association of Bay Area Governments (ABAG) meeting, the Board issued certifications to local "Green Government" agencies, reviewed the requirements of SB 375 and AB 32, and considered model resolutions for gun regulations. B. Reports on Conferences and Seminars Councilmember Souza. reported that she attended Rebuilding California-From the Ground Up, a two-day local government summit on State governance and fiscal reform. The summit attracted about 500 to 700 attendees, mostly elected officials. The attendees identified the following issues it would like the coalition to focus on: protect local resources; reform term limits; approve local taxes with atwo-thirds vote; and require new funding sources for statewide ballot measures that impose new obligations. Councilmember Souza. commented that the summit featured a scrolling display of Twitter and text messages from participants that were shown on a large screen. She urged the Council to visit the Facebook page for Rebuilding Californi~From the Ground Up. Councilmember Gregory also attended Rebuilding California-From the Ground Up, and reported that summit attendees discussed the possibility of holding a California Constitutional Convention, which was last done in 1879. He commented that it was a day and a half well spent, with lots of energy and great speakers. He added that many people have lost confidence in State government, and it is time to fix it. Mayor Santos commented on the survey results from the Rebuilding California-From the Ground Up summit. One of the fmdings of the survey was that 81 % of respondents felt that the State was headed in the wrong direction. C. Reports on City Council Committees
