PUBLIC COMMENTS Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. The public is invited to make comments on items of public interest NOT listed on the Agenda. Chris Parman, Aide to Assemblymember Mary Hayashi, addressed the City Council, commenting on the proposed fee to be charged to Flex Shuttle riders. Mr. Parman stated that Assemblymember Hayashi requested, and received approval for, a funding increase from the Alameda County Transportation Improvement Authority (ACTIA); however the Flex Shuttle budget would still be about $66,000 short. Mr. Parman commented that the City has the authority to use Local Streets and Roads funds to keep the Shuttle service free to its users. Ted Kai, San Leandro resident, addressed the City Council, expressing concern regarding the lack of response to his written inquiries to City staff. Mr. Kai asked why the City spends so much on downtown development and employee salaries. Mr. Kai commented on racism and violence in the City. 6.
