4) Funds Used for National Objectives <br />All of the CDBG funds were used for activities benefiting very low-, and low-income persons. <br />Most of the funds were used for two (2) of CDBG's national objectives: provide a suitable <br />living environment and decent housing. The City also used Redevelopment funds to preserve <br />and improve housing stock through its Housing Rehabilitation Program and to assist eligible <br />homebuyers under the First Time Homebuyer Program. The City's Office of Business <br />Development primarily creates projects for economic opportunity using Redevelopment Agency <br />funds. <br />5) Acquisition, Rehabilitation or Demolition of Occupied Real Property <br />City staff discussed housing development opportunities with several developers seeking funding <br />and sites. After receiving $4 million loan from the City, Eden Housing, Inc. has begun <br />constructing the 51-unit affordable senior property. <br />In addition, the Housing and Economic Recovery Act (HERA) of 200$ created the <br />Neighborhood Stabilization Program (NSP), which was designed to help address the nation-wide <br />foreclosure crisis by providing local governments with funds to purchase vacant and foreclosed <br />properties. The City of San Leandro was classified as "Tier 2" jurisdiction and was eventually <br />awarded $559,007. Pursuant to HUD and the State of California Housing & Community <br />Development (HCD) requirements, the City collaborated with other Tier 2 cities, specifically the <br />City of Berkeley, Fremont, Livermore, and Union City, to submit to State of CA HCD a collective, <br />joint NSP Application to obtain a total of $2,230,495 in NSP funds. This application was submitted <br />prior to the June 15, 2009 deadline. The City of Livermore, acting as the lead agency on behalf of <br />all the other cities, is awaiting official approval of the joint application. These NSP funds will be <br />used to fund financing mechanisms and the acquisition and rehabilitation of foreclosed homes and <br />residential properties in the five (5) cities. <br />Lastly, there was no demolition of occupied real property through use of CDBG or HOME funds <br />during FY 2008-09. <br />6) Economic Development Activities Undertaken Where Jobs Were Not Taken. <br />No economic development activities were undertaken with CDBG funds in FY 2008-09 where <br />jobs were made available for low-income persons. <br />7) Activities Serving Limited Clientele <br />City staff tracked and verified income data and all activities serving limited clientele not falling <br />within presumed benefit categories. Reports were monitored by the City to assure that at least <br />51 % of the persons served had low/moderate-incomes (at or below 80% of the area median <br />income). <br />8) Program Income <br />There was no program income in FY 2008-09. <br />Consolidated Annual Performance and Evaluation Report FY 2008-2009 <br />City of San Leandro <br />Page 32 <br />
