LATIP 3 September 21, 2009 <br />conjunction with CTC staff, which provides guidance on the programming of funds from the sale <br />of the excess right-of--way. These Principles include: <br />• Continued authority for the LATIP Board to propose a reprioritization of the LATIP <br />Project List if needed, which must be approved by the CTC after each change <br />• Provisions for "Reimbursement Allocations" allowing for eligible expenses to be <br />incurred prior to allocation (subject to legislative action) similar to the STIP process <br />• Provisions for establishing interest bearing accounts <br />These Principles are reflected in AB 1386, currently being amended. <br />Once local approvals are obtained, Caltrans, ACTA, and the ACCMA will submit the prioritized <br />LATIP Project List accompanied by the local resolutions and the approved Caltrans PID to the <br />CTC for approval in the fall of 2009. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />On July 16, 2007, by Resolution No. 2007-101, the City Council passed and adopted the <br />Financially Unconstrained Local Alternative Transportation Improvement Program (LATIP). <br />City Council Committee Review and Action <br />• The Facilities and Transportation Committee reviewed the SR 238 Hayward Bypass LATIP <br />Project List on September 16, 2009 <br />• The Facilities and Transportation Committee reviewed the Central County Freeway Study <br />and the Unconstrained LATIP on June 27, 2007 and supported the Program <br />Applicable General Plan Policy <br />• Policy16.02 -Level of Service -Use Level of Service (LOS) "D" as the minimum <br />acceptable service standard for streets and intersections, except as otherwise indicated in the <br />Transportation Element <br />• Policy 16.03 -Maintenance -Regularly maintain City streets and traffic control devices to <br />ensure that streets operate safely and efficiently <br />• Policy 16.04 -Traffic Flow Improvements - Use a variety of measures to improve traffic <br />flow at congested intersections, including technologically advanced tools such as signal <br />timing and video monitoring <br />
