FOR THE AMERICANS WITH DISABILITIES ACT (ADA) <br />RAMPS 2009-2010, PROJECT NO. 09-165-43-216. <br />SUMMARY AND RECOMMENDATION <br />This project provides for the construction of Americans with Disabilities Act (ADA) compliant <br />ramps at street intersections at various locations within the city. <br />Staff recommends award of the construction contract to Spencon Construction, Inc. in the <br />amount $298,700.00 for the subject project. <br />BACKGROUND <br />In 1995 the City completed an ADA transition plan that describes the work required to bring the <br />City into compliance with national ADA requirements. The transition plan states that the City <br />will install ADA compliant ramps at intersections whenever repairs are made to the adjacent <br />street or sidewalk. This project will install a portion of the required ramps. The project is <br />funded by the Community Development Block Grant (CDBG) fund. The City Council approved <br />two amendments on July 6, 2009; allocating $250,000 in CDBG funds and $196,000 in <br />Community Development Block Grant Recovery Program (CDBG-R) funds. On July 1, 2009, <br />the funds were made available as part of the fisca12009-10 budget. The City anticipates that this <br />funding will allow about 190 ramps to be constructed citywide. <br />Analysis <br />A total of six (6) bids were received on August 18, 2009. The bids ranged from $298,700 to <br />$428,150, with Spencon Construction, Inc. submitting the lowest bid in the amount of $298,700, <br />
