Hollister City Manager Luke Sims, Community Development Directoro~Z~,~ Kathleen Livermore, Planning Manager ~~ SUBJECT PROJECT/PROJECT DESCRIPTION RESOLUTION APPROVING AMENDMENT NO. 2 TO CONTRACTUAL SERVICES AGREEMENT (CSA) BETWEEN THE CITY OF SAN LEANDRO AND PBS&J RELATED TO PREPARING THE ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE KAISER MEDICAL CENTER PROJECT IN SAN LEANDRO IN AN AMOUNT NOT TO EXCEED $1,111,322 (ADDITIONAL AMOUNT OF $374,315 ADDED TO ORIGINAL AMOUNT OF $737,007; COST TO BE REIMBURSED IN ITS ENTIRETY BY KAISER FOUNDATION HOSPITALS) SUMMARY AND RECOMMENDATION Staff recommends that the City Council approve a contractual services agreement amendment with PBS&J, for an amount not to exceed $1,111,322 to prepare the Environmental Impact Report for the Kaiser Medical Center Project in San Leandro. BACKGROUND A Request for Proposals (RFP) was distributed in March of 2006 to select an environmental consultant to prepare an Environmental Impact Report (EIR) for a Kaiser replacement hospital and a retail shopping center. On September 18, 2006, the San Leandro City Council approved a Contractual Services Agreement with EIP, a Division of Post, Buckley, Schuh & Jernigan, Inc. (PBS&J) to prepare the EIR In early 2007, Kaiser Permanente put their application on pause and ICI Development Company moved forward with a revised project description and another Contractual Services Agreement was approved by the City Council on July 30, 2007. A Notice of Preparation was prepared in late 2007 and a scoping session was held in January, 2008. Under this project description, one of the options for land use of the southern 35 acres of the site was the Kaiser replacement hospital. In the fall of 2008, Kaiser Permanente determined that they were ready to rejoin the development application with a specific project description for their proposed medical facilities. Anew Notice of Preparation, which reflected the more complete project description, was released in August with a 30-day review period which concluded on September 10, 2008.
