KAISER EIR CSA AMENDMENT NO. 2 3 October 5, 2009 <br />proposes the incorporation of a mixed-use component consisting of up to 250 one- and two- <br />bedroom apartments or a hotel. <br />The proposal comes within the overall square footages that were announced as part of the Notice <br />of Preparation published in August of 2008. Therefore, there will not be an additional Notice of <br />Preparation as part of this revised project description. <br />The main differences in the project description are: <br />1) the increase in square footage and size of the hospital from 434,000 square feet to <br />436,000 square feet and from 262 beds to 264 beds; <br />2) a decrease in square footage of the hospital support building from 400,000 square feet to <br />275,000 square feet; <br />3) a decrease in square footage of the central utility plant from 35,000 square feet to 31,000 <br />square feet; <br />4) an increase in the footprint of the site devoted to medical uses and parking for same; <br />5) omission of a mid-block entrance to the site off Merced Street (the Foundry Property <br />owned by ICI Development Company is not a part of the application); and <br />6) a difference in site acreage of 2 acres, from 65 acres to 63 acres (the size of the Foundry <br />Property). <br />At this time, it is appropriate for the contract to be amended to include the amended project <br />information. Since the Contractual Services Agreement and project scope was prepared in July <br />of 2007 and amended in October of 2008, the project has required additional studies and a new <br />budget has been prepared for those studies. The studies relate to project management due to <br />schedule delay and extension, administrative draft EIR expenses, transportation analysis and <br />visual simulations. Much of the work of the previous Administrative Draft EIR will be used for <br />the next Administrative Draft EIR. Costs associated with costs overruns and the revised project <br />description will total $374,315 for a total amended budget of $1,111,322. Kaiser has agreed to <br />pay in full for the additional costs associated with environmental review. <br />The consultant team remains unchanged and includes PBS&J, (lead environmental consultant), <br />Dowling Associates (traffic modeling analysis), and Square One Productions (Photo <br />Simulations). <br />Current City Council Policy <br />Not applicable. <br />Previous City Council Action(s) <br />The City Council has approved a Contractual Services Agreement (CSA) for Kaiser in <br />September of 2006, for ICI in July of 2007, and for Kaiser and ICI in October of 2008.
