CITY OF SAN LEANDRO
MEMORANDUM
Date: September 10, 2009
To: City Council Business and Housing Development Committee
From: Luke Sims, Community Development Director
Via: Cynthia Battenberg, Business Development Manager
By: Jeff Kay, Business Development Analyst
Subject: Discussion Regarding Development of the Industrial Competitiveness
Grant Program and an Energy Efficiency Resource Fair Planned for
October 8
The adopted 2009-10 budget for the West San Leandro/MacArthur Redevelopment
Project Area includes the use of $150,000 in tax increment revenues for the
implementation of an Industrial Competitiveness Grant Program. The Program is
designed to further City goals regarding the reduction of greenhouse gas emissions by
encouraging and facilitating energy efficiency improvements at industrial facilities. The
Program also meets the objectives of the project area by offering short and long-term cost
savings for industrial businesses, thus increasing the likelihood that those businesses will
remain and thrive in San Leandro. Achievement of this objective contributes to economic
development and the elimination of blight within the Redevelopment Project Area.
Energy Efficiency Resource Fair
In the spring of 2009, Business Development staff began investigating the types of
energy efficiency projects that are best suited to San Leandro's industrial businesses.
Through this process, staff has learned that many local businesses need a better sense of
the range of available projects before they can fully assess their options. To provide more
information, the Office of Business Development is planning to hold an Energy
Efficiency Resource Fair for industrial businesses on October 8 from 8-10 a.rn. at the San
Leandro Library. The Resource Fair will be held in conjunction with Chamber of
Commerce Industrial Roundtable group. This event will include a short program and an
opportunity for businesses to network with vendors and consultants from a variety of
fields. Providers of the following services are expected to attend:
• Solar Energy
• Lighting Efficiency
