1N THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2009-134 (2547/3103) <br />RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING BETWEEN <br />BUII.DING FUTURES WITH WOMEN AND CHILDREN AND THE CITY OF SAN <br />LEANDRO ESTABLISHING A PARTNERSHII' IN AFEDERALLY-ASSISTED <br />HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM TO CREATE A <br />REGIONAL HOUSING RESOURCE CENTER AND AUTHORIZING THE CITY MANAGER <br />OR HIS DESIGNEE TO EXECUTE AND DELIVER RELATED DOCUMENTS AND <br />INSTRUMENTS <br />WHEREAS Congress designated $1.5 billion to create the Homeless Prevention <br />and Rapid Re-Housing Program (HPRP) fund under the American Recovery and <br />Reinvestment Act ("ARRA") of 2009. <br />WHEREAS the City of San Leandro ("City") joined with the Building Futures <br />with Women and Children ("BFWC"), a California nonprofit organization, as lead <br />applicant and agency, and other partner agencies, including Davis Street Family Resource <br />Center ("DSFRC"), to submit an HPRP grant application for $1.5 million to State HCD, <br />which approved the grant request in late September 2009. <br />WHEREAS Everyone Home ("EOH"), a California nonprofit organization, is <br />leading the effort in Alameda County to improve homeless and homelessness prevention <br />services by coordinating the implementation of a county-wide HPRP to simplify client <br />accessibility, streamline services, and provide common performance outcome data and <br />measurable results. <br />WHEREAS in 2006 the City adopted EOH's countywide 15-year plan to end <br />chronic homelessness and significantly reduce housing crises for vulnerable populations <br />in Alameda County. <br />WHEREAS, in connection with the application to the State HCD for this HPRP <br />grant, BFWC and the City, and all other partner agencies, will execute a Memorandum of <br />Understanding ("MOU") to ensure a comprehensive and effective HPRP to achieve <br />housing stability through homelessness prevention and re-housing strategies for eligible <br />clients. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />San Leandro hereby: <br />Authorizes the Mayor and the City Manager to execute a Memorandum of <br />Understanding and other related documents and instruments between Building Futures <br />and the City and deliver such other instruments and to take such other actions as <br />necessary to carry out the intent of this Resolution. <br />
