MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 21, 2009 <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister gave a brief overview of the item and introduced Housing/CDBG Manager <br />Tom Liao. Mr. Liao gave a short PowerPoint presentation, providing highlights from <br />the 2008-09 annual CAPER. <br />Mr. Liao responded to questions from the Council. In response to a question from <br />Councilmember Gregory, Mr. Liao commented that the City has made significant <br />progress in meeting its Regional Housing Needs Assessment (RHNA) goals. <br />Mayor Santos commented on recent contacts he has had with homeless residents. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />• Resolution No. 2009-130, Resolution Approving the 2008-2009 Consolidated <br />Annual Performance Evaluation Report (CAPER) and Authorizing Submission <br />Thereof by the City Manager (approves the CAPER, as required by HUD <br />regulations, describing all the projects undertaken and funds expended during <br />the program year, as formulated by the Consolidated Action Plan for 2008- <br />2009).
