AMENDMENT OF CONSENT CALENDAR City Councilmembers or staff have an opportunity at this time to request that an item be removed from the Consent Calendar for the presentation of a staff report or other special consideration. Members of the Public may request the opportunity to address the City Council regarding items remaining on the Consent Calendar by filling out a speaker card and submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent Calendar. Items remaining on the Consent Calendar will be considered for approval under one motion. Vice Mayor Starosciak commented on Item 8.C., noting that while San Leandro's two projects are at "the bottom of the top" of the LATIP list, they are at a higher state of readiness than most of the projects that are ranked higher on the list. Art Dao, Deputy Director for the Alameda County Transportation Authority, commented that the LATIP list was vetted through a policy advisory committee, of which Vice Mayor Starosciak is a member. While the Measure B funded projects are required by statute to receive higher priority, the projects' state of readiness will be considered when the funding decisions are made. Consent Calendar was amended to remove Item 8.B. Item will be considered under Item 9, Items Removed from Consent Calendar. 8. CONSENT CALENDAR Consent Calendar items are considered for approval by the City Council with one single action. As described above in Item 7, Amendment of Consent Calendar, the City Council may remove items from the Consent Calendar for purposes of presentation or discussion. Members of the public who have requested to address the Council regarding items remaining on the Consent Calendar may do so for up to 3 minutes per item with a maximum of 5 minutes for all items. Items listed on the Consent Calendar are deemed to have been read by title. Item 8.B. was removed from the Consent Calendar to Item 9, Items Removed from Consent Calendar. The remaining items on the Consent Calendar were approved by the following vote: M/S/C Prola and Gregory. Ayes: 7; Noes: 0 A. Minutes of the Meeting of September 8, 2009. Approved as submitted. B. An Ordinance Amending Title 4, Chapter 4-19 of the San Leandro Municipal Code to Add New Sections 4-19-13 5, 4-19-140, 4-19-145, and 4-19-150 Relating to Rules and Regulations for Use of the Wes McClure Boat Launch Ramp at the San Leandro Marina (establishes citation authority for vehicles in violation of the fee for launch permits).
