ESA was selected due to its extensive experience with the San Leandro marshlands and in handling permit applications that require mitigation measures involving special status species. Analysis Due to the requirements associated with the presence of federally-listed species, a qualified USF&WS approved biological monitor is required to be present during all activities related to the project. To meet the regulatory agency time constraints, City staff recently entered into a Consulting Services Agreement (CSA) in the amount of $47,537 with ESA to provide a portion of the biological monitoring services during construction. However, additional compliance monitoring is required. This CSA amendment will increase the cost by $24,936, bringing the total cost of the CSA to $72,473.
