CSA -Bay Trail Shoreline Riprap Repairs 2 October 19, 2009 <br />Board (RWQCB). ESA was selected due to its extensive experience with the San Leandro <br />marshlands and in handling permit applications that require mitigation measures involving <br />special status species. <br />Analysis <br />Due to the requirements associated with the presence of federally-listed species, a qualified <br />USF&WS approved biological monitor is required to be present during all activities related to <br />the project. To meet the regulatory agency time constraints, City staff recently entered into a <br />Consulting Services Agreement (CSA) in the amount of $47,537 with ESA to provide a portion <br />of the biological monitoring services during construction. However, additional compliance <br />monitoring is required.
