What is the LATIP?
^ LATIP =Local Alternative Transportation Improvement Program defined
in Government Code Section 14528.5
^ Allows the appropriate local jurisdictions and the ACCMA to develop and file with the
CTC a LATIP that addresses transportation problems and opportunities in the county
which were to be served by the Hayward Bypass Project.
^ Priorities for funding in LATIP shall go to projects in the local voter-approved
transportation sales tax measure.
^ The CTC shall have the final authority regarding the content and approval of the
LAT1P. The CTC shall not approve any LATIP submitted after July 1, 2010.
r All proceeds from the sale of the excess properties, less any reimbursements due to the
federal government and all costs incurred in the sale of those excess properties, shall
be allocated by the CTC to fund the approved LAT]P
^ Essentially a prioritized list of state highway projects that will provide
congestion relief in the same corridors (I-238, I-880, and I-5$0) that
would have provided by the Hayward Bypass and can be implemented in
the next 5 to l 0 years.
Why the LATIP Is Important to Central County
^ LATIP funds will be used for state highway projects
in Central County. The funds will be generated by
Caltrans selling the excess right-of--way it acquired
for the Hayward Bypass.
^ LATIP needs to be approved by the California
Transportation Commission by the time Caltrans
begins selling the excess right-of--way that was
purchased for the Hayward Bypass or the funds will
go to the State Highway Account instead of Central
County.
4
