CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />(Item was taken out of order) <br /> <br />San Leandro Times <br />Mr. Hollister reported incorrectly stated <br />ing agenda, and that <br />members of the public may be in attendance to speak on the issue. Mr. Hollister indicated <br />that the City is working with the two school districts to enter into agreements with a private <br />firm to provide crossing guard services. The City had previously budgeted $100,000 annually <br />to provide crossing guard services. These funds were eliminated as part of the required <br />budget reductions from the Police Department. <br /> <br />Mr. Hollister received direction from the City and San Leandro Unified School District <br />Liaison Committee at its meeting on September 17, 2009, to proceed with negotiations and <br />implementation of a proposed one-year pilot crossing guard program. This direction was <br />th <br />affirmed by the City Council at its September 28 work session. <br /> <br />Mr. Hollister pointed out that while there is no legal requirement for either the City or school <br />districts to provide crossing guard services, the City is working in cooperation with the <br />districts to put agreements in place that would allow the parties to share the costs equally. <br />The Cityof the pilot program would be approximately $25,000 for the San Leandro <br />Unified School District and $9,500 for the San Lorenzo Unified School District, which he <br />noted are within his authorization limits. <br /> <br /> <br />5. The public is invited to make comments on items of public interest <br />listed on the Agenda. <br /> <br />Jill Wurm, crossing guard at James Monroe Elementary School, <br /> addressed the City <br />Council, thanking the Police Department for providing a police presence last week during the <br />school crossing hours, and requesting that the police presence continue. <br /> <br />Marie Long, laid-off crossing guard at James Monroe Elementary School, <br /> addressed the <br />City Council, expressing concerns about the service provided by a private company providing <br />crossing guard services. Ms. Long commented on some of the issues she has had to address <br />as a crossing guard. <br /> <br />Michael Cook, member of the Shoreline Marina Citizens Advisory Committee (CAC) <br />, <br />addressed the City Council, regarding the three proposals for development of the Marina <br />presented by the developer at the recent CAC meeting. Mr. Cook commented that all the <br />proposals require the use of 40-50% of the Marina space for development of office buildings. <br />Mr. Cook protested the decision to reduce the size of the Marina from 400 to 200 slips, and <br />requested information about when and where the decision was made. <br /> <br />
