Reports on Intergovernmental Agencies <br />Vice Mayor Starosciak reported on the September 24~' meeting of the Alameda County <br />Congestion Management Agency (CMA). The CMA Board approved the Local <br />Alternative Transportation Improvement Program (LATIl') project list, and discussed a <br />potential November 2010 ballot measure campaign to protect local government <br />transportation and transit revenues. <br />B. Reports on Conferences and Seminars <br />None. <br />C. Reports on City Council Committees <br />1. Ad Hoc Committee Meeting Regarding San Lorenzo Unified School District <br />Member to Recreation and Parks Commission. <br />Councilmember Souza. reported that Mayor Santos had created an ad hoc <br />committee, to which she and Vice Mayor Starosciak were appointed, to <br />recommend a nominee to the Recreation and Parks Commission. The San <br />Lorenzo Unified School District Board of Trustees had put forward the names of <br />two candidates for consideration. The Ad Hoc Committee interviewed the two <br />candidates, Cameo Arnold and Thomas Wagner, on September 12, 2009. The <br />Committee recommends Tom Wagner for nomination to the position. <br />Recommendation for City Council Consideration: <br />a. Schedule nomination and appointment of Tom Wagner as San Lorenzo <br />Unified School District Member to the Recreation and Parks Commission. <br />By consensus, the City Council approved this recommendation. <br />2. Business and Housing Development Committee Meeting of September 10, 2009. <br />Accepted as submitted. <br />Councilmember Prola commented on the update of the planned Zoning Code <br />amendments. He stated that he was approached by Tony Batarse, a property <br />owner who is interested in using his property as a flea market. Councilmember <br />Prola commented that he visited a large covered flea market in Salinas, which was <br />contained within a building, and was very clean and well maintained. He added <br />that such a use could generate revenue in San Leandro. <br />Councilmember Gregory stated that he also met with Tony Batarse. <br />Councilmember Gregory commented that he sees the potential for such a project <br />and, since the future of car sales is undetermined, it may be worthwhile to <br />
