Resolution Approving a Non -Professional Services Agreement with All City Management <br />Services, Inc. for Crossing Guard Services 2 October 27, 2009 <br />requested that the City enter into a contract with All City Management Services, Inc., and that <br />the SLUSD reimburse the City for one half the costs. The result is the contract before City <br />Council. (A copy of the Board's September 22, 2009 minutes are attached.) <br />All parties understand that this is a one-year program to provide limited school crossing guard <br />services, and continuation of the program is contingent on adequate funding in subsequent years. <br />Former City School Crossing Guards have been invited to apply for the contract positions, and <br />the Police Department coordinated an orientation session on October 29, 2009. Upon City <br />Council approval, the contracted school Crossing Guard Program should be underway the week <br />of November 2, 2009. <br />Current City Council Policy <br />The City Council eliminated from the FY 2009-10 Budget funding ($100,000) for the Police <br />Department's School Crossing Guard Program. <br />Previous City Council Action(s) <br />At the September 28, 2009 Budget Workshop, the City Council affirmed that City staff work <br />with SLUSD and SLzUSD to provide and share equally in limited contract crossing guard <br />services. <br />City Council Committee Review and Action <br />The City Council/SLUSD Liaison Committee, at its September 17, 2009 meeting, unanimously <br />recommended entering into a contract crossing guard arrangement for eight (8) school locations <br />and sharing the costs equally. The City Council Committee Members also directed that the City <br />enter into a similar arrangement with SLzUSD for three (3) locations in San Leandro. <br />Summary of Public Outreach Efforts <br />There have been several newspaper stories and letters regarding the Crossing Guard situation. <br />Fiscal Impact <br />The agreement with All City Management Services, Inc. to provide contract Crossing Guards <br />will not exceed $54,057.00, which requires increasing the FY 2009-10 Budget by $54,057.00 <br />and will be funded from General Fund unreserved fund balance. Fifty percent of the costs will <br />be reimbursed by the SLUSD, leaving the City net expense at approximately $27,000. The <br />City's costs for one half of SLzUSD's Crossing Guard Program is estimated at $11,000. <br />Attachments <br />• SLzUSD/All City Management Services, Inc. Agreement <br />• SLzUSD Board of Trustees Meeting Minutes - September 22, 2009 <br />CONCLUSION <br />The Contractor shall provide personnel properly trained as specified in a Non -Professional <br />Services Agreement for the performance of duties of Crossing Guards. The Contractor is an <br />independent Contractor and the Crossing Guards to be furnished by it shall at all times be its <br />employees (subject to the City's Living Wage Ordinance) and not those of the City.
