DRAFT MINUTES <br /> Page 3 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />October 19, 2009 <br />Agency Joint Meeting <br /> <br /> <br />through 2040. In his presentation, Director Mellon reported on various projects and <br />concepts, such as the Bayside Project, Pardee Reservoir and desalinization. He <br />expressed appreciation to the City of San Leandro for its leadership and support. <br /> <br />Mayor Santos reported on his participation on thater <br />Task Force, and the draft Water Management Plan it has prepared. <br /> <br />Councilmember Gregory commended EBMUD on its recycled water program. Director <br />Mellon commented on the future of recycled water. <br /> <br />Councilmember Prola commended EBMUD for its recycling and conservation efforts. <br />He stated his opposition to the new peripheral canal. Director Mellon praised Senator <br />Corbett for her efforts to oppose the canal. Councilmember Prola suggested adding an <br />upper tier to the water rates for high volume residential users. <br /> <br />Vice Mayor Starosciak commented on sub-metering for mobile home parks and transit- <br />oriented development (TOD) projects, and noted that EBMUD currently charges <br />commercial rates through sub-metering. Vice Mayor Starosciak urged EBMUD to <br />consider charging residential rates for sub-metered properties, rather than the higher <br />commercial rates, to encourage conservation. Director Mellon suggested that the City <br />could adopt an ordinance that requires such properties to be sub-metered when <br />constructed. <br /> <br /> <br /> 3.
