CITY COUNCIL REPORTS <br /> <br /> <br />A.Reports on Intergovernmental Agencies <br /> <br />Councilmember Souza attended the StopWaste.org meeting and the Associated <br />Community Action Program (ACAP) retreat. She reported that the StopWaste.Org <br />Board discussed bans on plastic bags. <br /> <br />A Council discussion ensued on the subject of banning plastic bags and styrofoam. City <br />Attorney Jayne Williams reported that her office is compiling ordinances from other <br />jurisdictions, and is keeping the Public Works Services Division apprised. <br /> <br />Vice Mayor Starosciak reported on the meeting of the Alameda County Congestion <br />Management Agency (ACCMA) Board. The Metropolitan Transportation Commission <br />(MTC) is allowing agencies to keep project savings that meet a $500,000 threshold. <br />San Leandro <br />threshold lowered to $200,000. The savings would allow the City to rehabilitate <br />Bancroft Avenue. Vice Mayor Starosciak reported that one of the bills signed by <br />Governor Schwarzenegger would allow local CMAs to put a Vehicle License Fee <br />(VLF) on the ballot. Such a measure would require two- approval, and <br />revenue would be dedicated for local streets and roads. The ACCMA will conduct a <br />poll to assess support for a local VLF measure. <br /> <br />th <br />Councilmember Prola reported on the October 14 meeting of the Alameda County <br />Mosquito Abatement District Board. The good news is only 10 birds have tested <br />positive for West Nile Virus this year; the bad news is that the predicted El Niño should <br />mean more cases next year. Councilmember Prola added that his two-year term on the <br />Board will be expiring at the end of the year, and he expressed willingness to serve for <br />another term. <br /> <br />Councilmember Gregory reported that at the AC Transit Bus Rapid Transit (BRT) <br />Policy Steering Committee meeting, it was announced that some of the funding for BRT <br />would be diverted to the District operating budget. He added that San Leandro is ahead <br />of Oakland and Berkeley in the process of adopting its Locally Preferred Alternative <br />(LPA) program. <br /> <br />Mayor Santos noted that the Council needs to review the policy on BRT that it adopted <br />in 2006, and possibly consider adopting a new policy. <br /> <br />Vice Mayor Starosciak policy specifies no <br />dedicated lanes for BRT, and AC Transitto construct dedicated lanes. She <br />further noted <br />input considered. Vice Mayor Starosciak reported on the League of California Cities <br />assistance in the passage of the Prop 1A securitization, and its work on a ballot measure <br />to close the loopholes in Prop 1A and HUTA, which allows the State to borrow from <br />those funds. <br /> <br />
