Hollister <br />City Manager <br />LION: <br />RESOLUTION APPROVING SPECIFICATIONS AND CALLING FOR BIDS FOR <br />PEDESTRIAN IMPROVEMENTS -SIDEWALK 09-10, PROJECT NO.09-150-36-289. <br />SUMMARY AND RECOMMENDATION <br />This project provides for the removal of concrete sidewalk and curb tripping hazards at various <br />locations throughout the city. <br />Staff recommends approval of the specifications and call for bids for the subject project. <br />BACKGROUND <br />Property owners are required by both the State Highway Code and San Leandro Municipal Code <br />to maintain the sidewalks along their frontage. The City operates a sidewalk repair program, <br />described in Title 8 of the San Leandro Administrative Code, which provides for the repair of <br />sidewalk damage. Minor defects are ground or patched at no (direct) charge to property owners. <br />Larger defects that require removal and replacement of concrete are the responsibility of the <br />property owner. This contract is for the repair of minor defects. <br />ANALYSIS <br />The City issues an annual construction contract for repair of sidewalks and installation of ramps. <br />The City also identifies potential tripping hazards city-wide. Historically, minor repairs to <br />correct uplifted sidewalk and potential tripping hazards have been made by the City's Public <br />Works Department. Due to time and workforce constraints, Public Works is not able to address <br />the current backlog of tripping hazards. Staff recommends using Transportation Development <br />Act (TDA) Pedestrian Accessibility Improvement Funding to complete a project, which will <br />significantly reduce the number of tripping hazards city-wide. <br />
