Dora Wong of the Coca Cola Bottling Company of California was appointed to the Advisory
Board in 2005, and Geza Paulovitz of Eric F. Anderson Inc. was appointed in 2008. These two
business representatives will continue to serve along with the City's Engineering and Finance
Directors. A minimum of one additional business representative is needed due to two of last
year's members no longer qualifying as BID paying businesses and one member being appointed
to the San Leandro Transportation Management Organization (SLTMO) Board which overseas
LINKS Shuttle operations.
Two individuals are being recommended to serve on the BID Advisory Board. They represent
businesses that are geographically dispersed throughout the BID area. Information on the
recommended members follows:
1. Joyce Lee, The North Face, 2013 Farallon Drive. The North Face is one of the BID's
largest employers with over 400 employees. Many of these employees regularly ride the
LINKS Shuttle. Ms. Lee actively promotes the LINKS as a benefit to employees when
recruiting new employees to work in San Leandro.
2. Alexandra Munoz, Peterson Companies, 955 Marina Boulevard and 2828 Teagarden
Street. Peterson Companies has over 340 employees. Peterson recently won various
awards from Stopwaste.org and the Governors Environmental and Economic Leadership
Award for their environmental stewardship achievements, include recycling and reusing
materials and diverting over 384 tons per year from the landfills. Ms. Munoz manages
the company's environmental programs.
In making their recommendation to the City Council, the Advisory Board will conduct a review
of how BID funds were spent in the 2008-09 fiscal year, and whether the proposed assessment
for 2009-10 is fair, reasonable, and consistent with the provisions of the BID ordinance. It is
anticipated that the Advisory Board will meet in November and submit their recommendation to
the City Council at the December 7, 2009 Council meeting.
Current City Council Policy: N/A
Previous City Council Action(s)
• Ordinance No. 2009-002, adopted Apri16, 2009, establishing the West San Leandro Business
Improvement District
• Resolution No. 2004-153, adopted October 4, 2004, forming the West San Leandro Shuttle
Business Improvement District Advisory Board
City Council Committee Review and Action: N/A.
Applicable General Plan Policy: N/A.
Permits and/or Variances Granted: N/A.
Environmental Review: N/A.
Code Compliance Review: N/A.
