Worksession on Draft Climate Action Plan 2 November 9, 2009 <br />community input by conducting a Climate Action Survey both with the homeowner associations <br />and business groups as well as on line through the City website. <br />The City has also continued working with the Alameda County Climate Protection Project and <br />Alameda County Waste Management Authority (StopWaste.org) on region-wide efforts. Most <br />recently, this has involved work on a proposal to create an Alameda County-based municipal <br />financing program and the residential energy efficiency retrofit technical program called Green <br />Packages. <br />DRAFT CLIMATE ACTION PLAN <br />Since January 2009, the Task Force has been meeting on a regular basis to develop the proposed <br />programs that are contained in the Draft CAP. The draft encompasses programs from several <br />City departments, including the City Manager's Office, Public Works, Engineering, Community <br />Development, Finance, and other City staff. <br />The energy consulting firm, KEMA, began work on the CAP in May 2009. They presented a <br />draft set of GHG reduction goals and measures to the Task Force in July 2009. Then, they <br />performed a cost benefit analysis for those measures that were deemed to be both feasible and <br />effective, which was reviewed by the Task Force in September 2009. Finally, the draft CAP was <br />presented to the Task Force in October. The draft being reviewed in this worksession has been <br />reviewed and commented on by the full Task Force. <br />Public outreach will continue with the posting of the draft CAP on the website after this <br />worksession and additional outreach to community groups as time allows. The Climate Action <br />Survey, which has been on the City website since June 2009, will continue to be monitored for <br />responses. During the first month that it was posted, 200 responses were collected; since June, <br />the response rate has slowed considerably (30 responses from July 2009 to date), but the survey <br />remains available both as a method to collect public opinion and as an educational tool. A copy <br />of the survey is attached to this report. <br />With the imminent adoption of the Climate Action Plan slated for December 2009, the City will <br />have completed the third of the five-step ICLEI process for Climate Action. The next two steps, <br />Implementation and MonitoringlProgress, will be ongoing now and for the foreseeable future. <br />One main effort related to Implementation is the upcoming grant proposal to the Department of <br />Energy, for funding from the Energy Efficiency and Conservation Block Grant. The measures <br />that will be reviewed by City Council in early December were analyzed within the Cost Benefit <br />Analysis that forms part of the attached draft CAP. <br />SUMMARY AND CONCLUSION <br />Since the adoption of the Climate Action goals in February 2007, the City has embarked upon a <br />myriad of environmentally sustainable actions and programs as well as continued a number of <br />
