Municipal Operations <br />Section 6: Municipal Operations <br />The San Leandro Climate Action Plan is meant to be a comprehensive plan encompassing both <br />community and municipal government actions to reduce greenhouse gas emissions. While <br />municipal operations constitute a small fraction of the total inventory, municipal action can help <br />reduce operation costs and has important symbolic value demonstrating leadership that extends <br />beyond the magnitude of emissions actually reduced. <br />San Leandro staff has already been proactively <br />promoting environmental responsibility and <br />conservation related to city operations. In July <br />2007, a Green Employee Survey was distributed <br />to staff to find effective programs to reduce the <br />staff carbon footprint. The results of the survey <br />yielded a number of ideas and potential programs <br />including encouraging staff to bike and take transit <br />to work, reduce waste related to City events, <br />developing "Recycling Champions" in City <br />departments and staff education on opportunities to reduce emissions at their homes. These <br />ideas have been incorporated into this Climate Action Plan. <br />A separate survey was administered to ascertain the locations and distances of employee <br />commuting. Since this survey was distributed, four City Hall employees were able to identify <br />rideshare opportunities, and now carpool from southern Contra Costa County and enjoy the <br />preferred parking spaces at City Hall. <br />In this chapter, we organize measures under four overarching goals across City buildings, <br />vehicles, waste and water conservation to reduce emissions related to the wastewater treatment <br />plant. <br />6.1 Goal: Increase energy efficiency and renewable energy <br />use in City facilities <br />Greenhouse gas emissions related to buildings, streetlights and water/sewage facilities <br />comprise 34 percent of San Leandro's total government operations emissions inventory. <br />Recognizing the importance and cost reduction opportunities of efficient operations, the City of <br />San Leandro has acted decisively to promote energy efficiency in all aspects of government <br />~'~~~?~~ Page 43 <br />~ ~ <br />~ m <br />,~ <br />~scai`y <br />San Leandro City Flall <br />
