November 9, 2009 Section 7: Implementation <br />7.6 Monitoring Progress <br />The Climate Protection Task Force will remain an important entity to oversee the <br />implementation of the San Leandro Climate Action Plan. Whenever funding permits, the City <br />should put a monitoring program in place and responsibility should be assigned to a specific <br />department and staff, such as a sustainability coordinator. For each action recommended for <br />near-term implementation, the City will work to define, monitor and report on measurable <br />indicators of success. Continuous evaluation of GHG reduction strategies is important to <br />ensure that resources are allocated efficiently to meet City goals for both emissions reductions <br />and other economic priorities. <br />A number of tools and practices exist that can enable the City to track and report progress <br />toward achieving the goals outlined in this plan, including monitoring the funds allocated to <br />climate protection goals. The City has received recognition for its excellent financial accounting <br />systems. Its periodic audits to Department of Housing and Urban Development (HUD) have <br />been consistently approved. <br />Tools can be as simple as spreadsheet tracking sheet developed to monitor estimated annual <br />energy and water savings, and waste diverted, and associate greenhouse gas reduced. <br />Fortunately, consistent estimates for electricity and natural gas savings are provided for energy <br />efficiency measures from the California Energy Commission (CEC) and California Public Utilities <br />Commission (CPUC) Database on Energy Efficient Resources (DEER). Other indicators of <br />success may include miles of bike lanes, and number of households actively participating in <br />composting and recycling programs. <br />The below actions are recommended to promote regular, transparent reporting of progress <br />towards meeting the City of San Leandro's greenhouse gas reduction goal. <br />Designate a sustainability Coordinator -The City should appoint a permanent, full- <br />time sustainability Coordinator or Energy Officer to coordinate with the existing Climate <br />Protection Task Force, develop and implement programs and actions and be <br />responsible for monitoring and reporting on progress towards meeting the 2020 <br />emissions reduction goal, grant procurement, and coordination with other jurisdictions on <br />regional efforts. Launch a Climate and sustainability Website -The City should <br />develop and maintain aweb-based portal that enables the City to effectively and <br />transparently communicate the goals outlined in the Climate Acton Plan and progress <br />towards achieving those goals. Evaluation and measurement of the annual outcomes <br />related to specific actions may also be published.
