DRAFT MINUTES <br /> Page 7 <br />November 2, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Stephen Cassidy, San Leandro resident <br />, addressed the City Council, <br />expressing concern about spending $75,000 on a public information <br />campaign to convince voters of the need for a revenue measure. He also <br />questioned the decision to cut the budget for crossing guards, when there is <br />money available in a contingency fund. Mr. Cassidy requested that the <br />Council give the matter further consideration. <br /> <br />Councilmember Stephens commented that it appeared the steps in the <br />process were reversed, and that the Task Force should <br />review the information and make a recommendation, prior to moving <br />forward with a tax measure. <br /> <br />A discussion ensued about the objectives of the program proposed for the <br />Task Force, and whether the Task Force would play a role in the revenue <br />measure decision. Mr. Hollister indicated that the Council could consider <br />expanding the role of the Task Force. He clarified that the public <br />information program would begin as soon as the Council gives its approval, <br />and feedback would be solicited from the community. Mr. Hollister <br />commented on the difficulty of conducting the public information program <br />using only City staff. <br /> <br />Mayor Santos suggested holding four meetings of the Task Force, having <br />staff report on its progress, then determining the next course of action with <br />regard to the public information program. There was consensus of the <br />Council to follow suggestion. <br /> <br />By consensus, the City Council agreed to: <br /> <br />1) <br />meetings; <br /> <br />2)receive a report on the progress of the Task Force; and <br /> <br />3)make a determination regarding the Finance Committee <br />recommendation on the public information program for revenue <br />measures. <br /> <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Gregory attended the Bus Rapid Transit (BRT) meetings for the Halcyon- <br />Foothill Homeowners Association (HOA) and the Business Association of South San <br />Leandro (BASSL) held by AC Transit; a combined Estudillo Estates and Bay O Vista HOA <br />meeting, at which Police Chief Willis gave a presentation on crime prevention; and the <br />th <br />successful October 25 Sports Festival. <br /> <br />Councilmember Souza pointed out that the public is always encouraged to review and <br />commented on Ranked Choice Voting (RCV), noting that: most neighboring cities do not <br /> <br />
