Purchase of Fire Apparatus -Page 3 of 3 - November 16, 2009
Environmental Review
Not applicable
Code Compliance Review
Not applicable
Board/Commission Findings
Not applicable
Summary of Public Outreach Efforts
Not applicable
Fiscal Impact
As noted above, the 2009-10 budget provides for alease/purchase payment in the amount of
$150,000. However, if Council approves alease/purchase fmancing, the fire engine would not
be delivered and first lease payment would not be due until about a year later, or in fiscal year
2010-11. Consequently, if the lease/purchase is approved, the $150,000 lease payment budgeted
in 2009-10 is in effect "freed up" or saved.
Staff is recommending that this savings be used to fund the equipment needed to outfit the new
fire engine, as discussed above. Accordingly, the attached resolution redirects the $150,000
lease payment contained in the 2009-10 budget from a lease payment to an equipment budget.
By utilizing the budgeted lease payment funds in this manner it is not necessary to increase the
2009-10 budget to provide for equipment for the new fire engine. Staff will able to order the
necessary equipment for the new unit in 2009-10.
Budget. Authority
One of the recommended actions redirects the $150,000 lease payment contained in the 2009-10
budget from a lease payment to an equipment budget.
Attachments
Sample Master Lease-Purchase Agreement with Oshkosh Capital
CONCLUSION
Attached for Council's review and action are resolutions authorizing the lease/purchase
acquisition, and adjusting the 2009-10 General Fund budget.- Also, attached for Council's review
is a sample Master Lease-Purchase Agreement and other lease/purchase documents. These
documents have been reviewed by the City Attorney and approved as to form. The resolution
attached authorizes the City Manager to enter into a final lease/purchase agreement that in the
City Attorney's opinion conforms to the terms as specified in the authorizing resolution.
C:\Documents and Settings\vchiu\Local Settings\Temporary Internet Files\Content.Outlook\28IIISXR\Purchase of Fire Apparatus 2009 W
(5).docx
