UPRR Corridor Improvement Study 2 November 16, 2009 <br />Analysis <br />The UPRR Corridor Improvement Study's purpose is to evaluate the feasibility of a continuous <br />bicycle and pedestrian facility along the UPRR Oakland Subdivision railroad corridor. The <br />Study Corridor is defined as the 17.4 miles of the easternmost UPRR right-of--way through San <br />Leandro that starts in Oakland and ends in Union City. <br />The Study will develop and evaluate future transportation alternatives (i.e., pedestrian, bicycle, <br />transit, and/or rail) along this rail line between Fruitvale BART in Oakland through San Leandro <br />to the Union City BART in Union City. The study includes the cities of Oakland, San Leandro, <br />Hayward, and Union City along the rail line. The San Francisco Bay Area Rapid Transit District <br />and the Alameda County Transportation Improvement Authority are also key stakeholders <br />participating in the study. The planning effort provides the opportunity to examine alternative <br />uses along the railway corridor that could benefit area residents and enhance local transportation <br />access for communities. <br />The resulting product will essentially be a feasibility study of how the current minimally active <br />UPRR corridor could be utilized as a bicycle/pedestrian transportation corridor, and/or how <br />additional improvements could enhance the aesthetics and non-rail use of this currently <br />underutilized right-of--way. The Study will examine and analyze alternative scenarios for the rail <br />corridor, such as increased rail service, rail abandonment, shared rails with trails, rail-banking, <br />greenway and park. The resulting document will identify a preferred alternative for the corridor <br />and an overall implementation plan for bringing it to fruition. <br />The attached resolution and funding agreement provide the mechanism for the City to fully <br />participate in the Study and share in a portion of the costs with the County. The County will <br />provide overall project management and the City will review and comment on all of the material <br />and enjoy all rights to use the developed material. The City will commit $25,000 to the Study <br />and approximately $5,000 for staff time from its Measure B Bicycle and Pedestrian Funds for the <br />project. <br />Applicable General Plan Policy <br />• Goal 14.05 -Access to Transit: Promote improvements that encourage walking, cycling and <br />other forms of non-motorized transportation to and from transit facilities such as BART <br />stations and AC transit bus lines <br />• Goal 14.07 -Pedestrian Environment: Strive to achieve a more comfortable environment for <br />pedestrians in all areas of San Leandro with particular emphasis on the BART station areas, <br />Downtown, and major commercial thoroughfares such as East 14th Street <br />Fiscal Impact <br />This project was included in the 2008-09 Budget to be funded by the City's Measure B Bicycle <br />and Pedestrian Fund. The budget for the consultant work portion of this project is $125,000. <br />The project was awarded a $75,000 grant from the Alameda County Transportation <br />
