Re-Ca <br />Oro Loma L-3 Services Fees and Needs Deficit <br />L-3 Municipal Services Fees $ 500,000 <br />Public Benefit Solid Waste Services (307,000) <br />Streets and Roads (1,360,000) <br />General City Services ( 440,000) <br />Services Deficit $ (1,607,000) <br />CONCLUSION <br />The proposed 10% Municipal Services Fee agreed to by the City of San Leandro and the Oro <br />Loma Sanitary District for the L-3 Area solid waste customers will generate approximately <br />$500,000 annually. The fee will end an inequity in which the City serviced customers pay a <br />10% franchise fee ($900,000/annually), which provides General Fund revenues and provides <br />services to Oro Loma city residents, including general solid waste services, streets and roads <br />repair and reconstruction, and general municipal services, such as public safety, parks and <br />libraries. The Oro Loma L-3 solid waste customers' pro-rata share of services provided and <br />services needed totals $2,107,000. The $500,000 provided by the Municipal Services Fee <br />Agreement will still leave a services deficit of $1,607,000. <br />
