MINUTES Page 8 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 2, 2009 have majority elections; the Council needs to consider the cost of RCV, which would require a separate ballot; and the public should have a say. Councilmember Prola pointed out that the majority election requirement received overwhelming voter support. He met with Eric Figueroa from the League of California Cities regarding the League and labor working together on issues of mutual concern. Councilmember Prola attended the Marina Inn ribbon cutting; the BASSL and Halcyon- Foothill HOA BRT presentations; a presentation by San Leandro School Board member Diana Prola on naming the 9~` Grade Campus; the Fire Station 12 Open House; and the Four Paws fundraiser at the Spinnaker Yacht Club. While at the Marina, Councilmember Prola checked for residue from the recent oil spill, and for people who had not paid their boat launch fee. He shared some tips from the San Francisco Bay Regional Water Quality Control Board's plan to prevent marine litter. Vice Mayor Starosciak announced that Dawn Valadez's award-winning documentary, "Going on 13," will be shown tonight on KQED. She attended the Heron Bay HOA meeting, and she reported that many Heron Bay residents are upset about the permit parking regulations. Vice Mayor Starosciak indicated that the Heron Bay situation must be resolved internally before the City can request access by outside community members. She attended the BRT meeting at the Main Library, which was well-attended and elicited good public feedback, and the meeting at Bayfair. Vice Mayor Starosciak commented on the crossing guard issue, and indicated that she would like to have a plan for next year. Vice Mayor Starosciak noted that RCV will cost more the first election it is used, and this may not be the year to do it. Councilmember Reed attended BRT meetings at Bayfair Center and Jefferson Elementary School, and stated that she learned something new each time. She remarked that she did not feel confident about the plan after receiving conflicting and confusing answers to her questions. Councilmember Reed commented that business owners need to be notified of, and participate in, the BRT meetings. Mayor Santos commented that AC Transit has extended the timeline for BRT. He reminded the Council of its 2007 action related to BRT, and suggested that the Council be provided with a copy. He attended the Save Our Sports event, and stated that he is gratified to see groups come together to support high school sports. Mayor Santos reported that he was approached by Energy Resources Inc. (ERI), a local company that wanted as many children as possible to be inoculated with the H1Nlvaccine. He arranged to have the Davis Street Family Resource Center coordinate the clinic, and ERI paid for nurses to administer the vaccinations. Mayor Santos stated that he was happy to report no damage from the recent oil spill. He commented that he will be following the returns of other municipal elections for the outcomes of their revenue measures. 13. ADJOURN The meeting was adjourned at 8:14 p.m.
