Hollister <br />City Manager <br />BY: Elmer Penaranda, Senior Development Planner ~~,~~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION ACCEPTING THE ANNUAL REPORT OF THE WEST SAN LEANDRO <br />SHUTTLE BUSINESS IMPROVEMENT DISTRICT FISCAL YEAR 2009-10 AND <br />DIRECTING THE CITY MANAGER TO IMPOSE THE BID ASSESSMENT AT THE <br />FISCAL YEAR 2008-09 RATE <br />SUMMARY AND RECOMMENDATION <br />The West San Leandro Shuttle Business Improvement District Advisory Board (Advisory Board) <br />reviewed the shuttle service (LINKS) FY 2008-09 operational and financial performance and <br />found it acceptable. The Advisory Board determined that the FY 2009-10 operational and <br />financial plan is also acceptable and recommended that the FY 2009-10 BID assessment be <br />maintained at its current base rate of $25.00 per business, plus $10.88 per employee, for <br />businesses with greater than five employees. This is the same rate as last fiscal year and, in fact, <br />has held level without change since FY 2005-06. <br />Staff recommends that the City Council adopt the Resolution Accepting the Annual Report of the <br />West San Leandro Shuttle Business Improvement District Fiscal Year 2009-10 and direct the <br />City Manager to impose the BID assessment at the Fiscal Year 2008-09 rate, as recommended by <br />the Advisory Board. <br />BACKGROUND <br />In April 2009, the City Council approved Ordinance No. 2009-002 that re-established the BID. <br />The BID provides funding for a shuttle service to West San Leandro, commonly known as <br />LINKS. The ordinance defined the boundaries of the BID, the amount of the annual assessment, <br />the approved use of the assessment funds, and the effective period of the assessment. The <br />Ordinance requires that an Advisory Board each year review the performance of LINKS for <br />submission to the City Council. <br />The five to seven member Advisory Board appointed by the San Leandro City Council includes <br />two staff members from the City of San Leandro (the Engineering and Transportation Director <br />and the Finance Director) along with three to five business representatives from businesses <br />
