h) Review cost and scope of all improvements of Subject Properties and verify <br />accuracy of such costs; <br />i) Review all due diligence materials and conduct due diligence review. Such <br />due diligence review shall include the following prior to Contractor's <br />purchase of a Subject Property, to the extent applicable testing for mold, lead <br />and asbestos-containing materials, obtainment of a termite clearance report, <br />Home Inspection Report, and Sewer Cam Report; <br />j) Procure any required studies, i.e.: Housing Market Study or other xelated <br />studies; <br />k) Review, negotiate and pay (subject to reimbursement as provided in Exhibit <br />B) all permit and fee expenses, including but not limited to: <br />• Design Review fees <br />• Other review fees and expenses <br />• Utility Study expenses <br />• EIR Expenses and associated fees <br />• Building fees <br />• Planning fees <br />• Traffic fees <br />• Sewer fees and other utility fees <br />• School fees <br />• Water connection fees <br />• Storm drain fees <br />7. Perform, manage, oversee and/or facilitate the entire rehabilitation construction <br />activities of the Program. Obtain applicable conditional and unconditional waivers <br />and releases of lien claims pursuant to Civil Code section 3262, including <br />unconditional waivers and releases upon final payment from CONTRACTOR and all <br />applicable subcontractors and suppliers at the conclusion of construction for each <br />Subject Property. Timely record Notices of Completion at the conclusion of <br />construction for each Subject Property. Timely deliver all of the same to the County <br />for its files upon close out of each Subject Property. <br />8. All applications for Entitlements, or for other changes in the legal, zoning, planning, <br />or other status of any Subject Property shall be made solely in Contractor's name. <br />9. Obtaining competitive fixed price bids from multiple general contractors after <br />architectural plans and specifications are prepared and are in biddable form, and <br />acting as construction manager of both the design professionals and the general <br />contractor; <br />10. Responsibility for the design professionals, and the general contractor delivering <br />Certificates of Liability Insurance to CONTRACTOR which name the County and <br />applicable lenders as additional insured; Contractor shall also insure that all such <br />insurance policies provide general liability protection in favor of all named insured in <br />27 of 55 <br />
