December 7, 2009 The ARRA funds can be used only on arterial roadways that require rehabilitation within the city and only for construction and construction management. Staff used the City's Pavement Management System to identify the arterial streets that met the rehabilitation requirements within the city. Washington Avenue, from Anza Way to Caliente Drive, and Aladdin Avenue, from I- 880 to Alvarado Street were the arterial streets selected for rehabilitation under the ARRA program. The estimated total cost for this work is approximately $1,131,021. Anal sis Construction on Aladdin Avenue and Washington Avenue is nearly complete. Construction costs were $206,979 below the engineer's estimate due to early bidding and a favorable market. The MTC determined that cost savings accruing from ARRA Street and Road System Preservation Projects can be channeled toward new projects. The ACCMA, with input from the local jurisdictions, is responsible for compiling cost savings information and reprogramming these savings to new projects. The MTC requires that the ARRA funds be reprogrammed and new projects programmed and added to the Transportation Improvement Plan (TIP). As before, an arterial street must be selected using ~ data from the City's Pavement Management System. Bancroft Avenue from 138t" Avenue to 148'' Avenue was selected and forwarded to the ACCMA for inclusion in the TIP. The City will need to submit a Resolution of Local Support to use the remaining ARRA funds and ensure inclusion in the TIP update. December 15, 2009 is the deadline for submitting a Resolution of Local Support and initial forms to receive the additional ARRA funding. The MTC has recommended that when programming new projects using ARRA cost savings, a project sponsor should include sufficient local funding or an add-on component to prevent excess funds after award and/or unused balances at close out. The City's project will use $523,000 of Measure B funds along with the ARRA savings for a total estimated project cost of $729,979. This amount provides a sufficiently sized project to use all of the ARRA funds.
