December 7, 2009 <br />The ARRA funds can be used only on arterial roadways that require rehabilitation within the city <br />and only for construction and construction management. Staff used the City's Pavement <br />Management System to identify the arterial streets that met the rehabilitation requirements within <br />the city. Washington Avenue, from Anza Way to Caliente Drive, and Aladdin Avenue, from I- <br />880 to Alvarado Street were the arterial streets selected for rehabilitation under the ARRA <br />program. The estimated total cost for this work is approximately $1,131,021. <br />Anal sis <br />Construction on Aladdin Avenue and Washington Avenue is nearly complete. Construction <br />costs were $206,979 below the engineer's estimate due to early bidding and a favorable market. <br />The MTC determined that cost savings accruing from ARRA Street and Road System <br />Preservation Projects can be channeled toward new projects. The ACCMA, with input from the <br />local jurisdictions, is responsible for compiling cost savings information and reprogramming <br />these savings to new projects. <br />The MTC requires that the ARRA funds be reprogrammed and new projects programmed and <br />added to the Transportation Improvement Plan (TIP). As before, an arterial street must be <br />selected using ~ data from the City's Pavement Management System. Bancroft Avenue from <br />138t" Avenue to 148'' Avenue was selected and forwarded to the ACCMA for inclusion in the <br />TIP. The City will need to submit a Resolution of Local Support to use the remaining ARRA <br />funds and ensure inclusion in the TIP update. December 15, 2009 is the deadline for submitting <br />a Resolution of Local Support and initial forms to receive the additional ARRA funding. <br />The MTC has recommended that when programming new projects using ARRA cost savings, a <br />project sponsor should include sufficient local funding or an add-on component to prevent <br />excess funds after award and/or unused balances at close out. The City's project will use <br />$523,000 of Measure B funds along with the ARRA savings for a total estimated project cost of <br />$729,979.
