Hollister <br />City Manager <br />Debbie Pollart, Facilities & Open Space Manager <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />MATTER OF SUBMITTAL OF THE ENERGY EFFICIENCY CONSERVATION <br />STRATEGY (EECS) AND THE SECOND PART OF THE ENERGY EFFICIENCY AND <br />CONSERVATION BLOCK GRANT (EECBG) APPLICATION FOR $732,400 FOR <br />VARIOUS CITY PROJECTS AND COMMUNITY PROGRAMS. <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council direct staff to submit the Energy Efficiency <br />Conservation Strategy and the second part of the Energy Efficiency and Conservation Block <br />Grant application by January 1, 2010 to the Department of Energy. <br />BACKGROUND <br />On March 26th, a Funding Opportunity Announcement (FOA) was released by the U.S. <br />Department of Energy (DOE) announcing a non-competitive Energy Efficiency and <br />Conservation Block Grant Program. <br />The City of San Leandro's allocation from this grant opportunity is $732,400 and all funds are <br />required to be obligated/comrnitted within 18 months from the award date, with funds spent <br />within 36 months of the award date. <br />The grant submittal required that cities submit an Energy Efficiency and Conservation Strategy <br />(EECS) either as part of the June 25th submittal, or within 120 days after the June submittal date. <br />On June 23rd, staff submitted a request to DOE for $35,000 to cover consultant and staff costs <br />associated with preparation of the EECS. The City was awarded this request on September 4, <br />2009, which started the 120-day clock for submittal of the EECS to DOE. <br />DISCUSSION <br />Although there is some shared information, the EELS is not the same as the City's Climate <br />Action Plan. The EECS needs to include the following detailed information: 1) description of the <br />City's proposed EELS, providing a concise summary of measurable goals and objectives, which <br />should be aligned with the defined purposes and eligible activities of the EECBG Program; 2) <br />description of the City's proposed implementation plan for use of the EECBG funds to assist in <br />achieving goals and objectives outlined in part 1 above; 3) description of how the City is taking <br />
