Presentation from Port of Oakland on Noise Transfer Study from Alameda's Preferential <br />Runway Use Agreement with the Port <br />Kathy Ornelas introduced the discussion by briefly reviewing the history of Alameda's <br />Preferential Runway Use Agreement with the Port of Oakland which was the result of a <br />settlement agreement in the 1970s. The agreement states that all turbo -prop and turbo -fan <br />powered aircraft and aircraft weighing in excess of 12,500 pounds may not take off using <br />North Field runways. This restriction includes corporate jets. These planes must divert to the <br />South Field. John Manuel, as the City's representative to the South Field Research Group, had <br />asked the Port to study what impact those diversions are having on western San Leandro. <br />Port staff made a presentation showing that, while there are some noise incidents for residents <br />in the Mulford Gardens area as a result of these diversions, were these planes allowed to use <br />the North Field for departures, a great many more San Leandro (particularly Davis West) and <br />Alameda residents would be impacted by noise events. <br />Some concessions have been made to these restrictions when the FAA approved the Salad One <br />departure procedure, which allows flights to depart from Runways 27R and 27L but requires a <br />quick right turn over the Alameda estuary. Many pilots are using this departure procedure <br />now, which has removed some of the departures from the South Field. <br />
