Public Works Services Director Mike Bakaldin presented the fourth annual Public Works Slide Presentation, a slideshow set to music. Mr. Bakaldin noted that, due to budget cuts, Public Works had fewer projects than in previous years, and this year will likely be the last that the City will have an in-house paving crew. The presentation showcased Public Works employees in each division and the work they perform; the Public Works projects completed this year retired and promoted employees. B.Resolution Declaring a Local Emergency Within the City of San Leandro Due to the Threat to the Public Health from the H1N1 Influenza Virus (enables the City to be eligible for California Disaster Assistance Act funds for expenses incurred in responding to the health emergency). In response to the outbreak of the H1N1 influenza virus, Community Relations Representative Kathy Ornelas reported that the Governor has declared a state of emergency in California, and Alameda County has declared a local emergency. San Leandro has been requested by the County to host a vaccination clinic in December. Ms. Ornelas stated that by declaring a local emergency, the City may be eligible for reimbursement of expenses under the California Disaster Assistance Act. Once a local emergency is declared by the Council, the Council must take action at each subsequent meeting to continue the emergency status. Ms. Ornelas added that there is a chance that Ornelas responded to questions from the Council.
