Councilmember Reed noted that these residents are highly intelligent, but have <br /> <br /> <br />A motion was made by Councilmember Reed, seconded by Councilmember Prola, to <br />approve <br />the staff report. <br /> <br />Councilmember Stephens proposed a friendly amendment to the motion, to add placing <br />a ¼ cent sales tax on the ballot. City Attorney Williams suggested the appropriate <br />wording to make such an amendment. Ms. Lew suggested that the Council might want <br />to solicit and consider community input prior to voting to place a measure on the ballot. <br />Mr. Hollister agreed that the Council might first want to hear citizen and business <br />concerns. <br /> <br />Councilmember Prola suggested allowing the Citizens to do its <br />work first, before making a decision on a ballot measure. <br /> <br />Councilmember Stephens commented that it appears the City is moving forward with an <br />agenda, and he did not want to send a message to the community that it is being primed <br />for an election. He stated for that reason, he would not support the motion. <br /> <br />Councilmember Reed, the maker of the motion, preferred that her original motion stand. <br /> <br />Councilmember Souza asked if revenue measures must be on the ballot at the same time <br />as the City Council election. Ms. Lew replied that it would depend on the funding <br />mechanism, if any, the Council chose. A sales tax increase would typically be placed on <br />the ballot with the City Council races.
