MINUTES Page ~
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 16, 2009
picture. Councilmember Reed noted that these residents are highly intelligent, but have
not been given information on the City's budget situation.
A motion was made by Councilmember Reed, seconded by Councilmember Prola, to
approve the public information program on the City's fmancial situation, as outlined in
the staff report.
Councilmember Stephens proposed a friendly amendment to the motion, to add placing
a '/4 cent sales tax on the ballot. City Attorney Williams suggested the appropriate
wording to make such an amendment. Ms. Lew suggested that the Council might want
to solicit and consider community input prior to voting to place a measure on the ballot.
Mr. Hollister agreed that the Council might first want to hear citizen and business
concerns.
Councilmember Prola suggested allowing the Citizens' Budget Task Force to do its
work first, before making a decision on a ballot measure.
Councilmember Stephens commented that it appears the City is moving forward with an
agenda, and he did not want to send a message to the community that it is being primed
for an election. He stated for that reason, he would not support the motion.
Councilmember Reed, the maker of the motion, preferred that her original motion stand.
Councilmember Souza asked if revenue measures must be on the ballot at the same time
as the City Council election. Ms. Lew replied that it would depend on the funding
mechanism, if any, the Council chose. A sales tax increase would typically be placed on
the ballot with the City Council races. Ms. Lew emphasized that a ballot measure was
not a foregone conclusion, and if the City failed to engage the community to the
anticipated level, it would need to consider other options.
• Minute Order No. 2009-046, Motion Approving the Public Information Program
on the City's Financial Situation as Outlined in the Staff Report.
