MIlVUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 16, 2009 <br />Councilmember Prola attended the November 10th Alameda County Mosquito <br />Abatement District (ACMAD) Board of Trustees meeting. He reported that the West <br />Nile Virus season is over, and the San Leandro trustee position is up for reappointment <br />on January 1, 2010. <br />Mayor Santos indicated that he will issue a memo to the Council this week regarding <br />their preferences for the Intergovernmental Agency and Council Committee <br />assignments for next year. <br />B. Reports on Conferences and Seminars <br />No members attended the National League of Cities conference in San Antonio, Texas. <br />C. Reports on City Council Committees <br />1. Civic and Cultural Committee Meeting of October 22, 2009. Accepted as <br />submitted. <br />2. Rules and Communications Committee Meeting of October 27, 2009. Accepted <br />as submitted. <br />Councilmember Prola agreed with the Committee's decision to table the issue of a <br />Project Labor Agreement (PLA). He noted that there are other cities that have <br />PLAs in place. <br />Recommendation for City Council Consideration: <br />a. Schedule discussion of Ranked Choice Voting (RCV) at the December 7, <br />2009 City Council meeting. <br />Councilmember Prola pointed out that the cost savings of City staff time <br />from eliminating a separate runoff election was not considered in the cost of <br />RCV. <br />Mayor Santos commented that there has been discussion with the Alameda <br />County Board of Supervisors about possibly deferring part of the cost of <br />RCV to the next election, in order to "smooth out" the cost to the City. <br />Councilmember Reed expressed interest in having a discussion on RCV at a <br />work session rather than at a regular meeting. Mr. Hollister commented that <br />San Leandro's decision would affect the other cities that are eligible to use <br />RCV, so it is hoped that the Council's decision would be rendered before the <br />end of the year. City Clerk Marian Handa indicated that the RCV system <br />has not yet been granted by the Secretary of State. <br />By consensus, the City Council approved this recommendation. <br />
