Climate Action Plan 6 <br />December 21, 2009 <br />tool until the end of the year. The second round of survey results has been downloaded <br />from the website and is included in the CAP appendices. One interesting result of the <br />public outreach is that the second round of results yielded a significant increase in <br />support for mandatory programs (25 percent versus 16 percent from the June results) to <br />achieve climate goals. <br />Public comments received during the work sessions to City Council and the Planning <br />Commission in November 2009 are summarized and attached to this report. Primarily, <br />the comments raised were regarding the feasibility of the range of programs such as <br />mandatory energy efficiency ordinances and mandatory recycling or plastic bag bans. <br />Responses to the comments are also provided in the summary. Public outreach will <br />continue with the posting of the CAP on the website after its adoption and ongoing <br />outreach to community groups. <br />Fiscal Impact <br />There is no direct cost to adopting the CAP, however, there will be costs associated with <br />implementation of the policies and programs to enable the City to meet the 25 percent <br />reduction in 2005 emissions levels by 2020. However, it should also be said that many of <br />the measures the City can implement to reduce emissions, especially measures that <br />achieve increased energy efficiency and conservation, have along-term cost benefit. <br />Additionally, many of the programs can be funded through grants available from the state <br />and federal government, particularly under the economic stimulus programs. <br />Budget Authority <br />Not applicable <br />Attachments: <br />Summary of City Council and Planning Commission Comments, with Responses <br />Summary of Public Comments ,with Responses <br />Climate Action Plan <br />SUMMARY AND CONCLUSION <br />Staff recommends that the City Council review and adopt the attached Climate Action Plan. <br />With its adoption, the City will have completed the third of the five-step ICLEI process for <br />Climate Action. The CAP is a living document that will provide a general guideline for future <br />programs and policies. It is an intermediary document, based on General Plan policies but also <br />providing a basis for further development of ordinances that will be brought before the City <br />Council. <br />
