le & Pedestrian Master Plan 2 December 21, 2009 <br />Wilbur Smith Associates was selected from a group of five consulting firms to assist staff in <br />updating the 2004 Bicycle and Pedestrian Master Plan based on responsiveness, capacity, <br />ability, experience and references. <br />The Bicycle and Pedestrian Master Plan will be developed with the input of a City Council- <br />appointed Bicycle and Pedestrian Advisory Committee. The BPAC mission is to guide the <br />development of the 2010 Bicycle and Pedestrian Master Plan. To qualify for funding, many <br />grant funding sources require that the planning document be developed with input from an <br />advisory committee. <br />A press release and individual outreach was made to candidates who are active in bicycle and <br />pedestrian issues in San Leandro. We received 26 applicants for the BPAC. Staff reviewed the <br />applications and recommends the following candidates for appointment to the BPAC based upon <br />their interest and unique perspective and their ability to represent both their districts and the City: <br />1. Bernadette Alexander* <br />16. Debra Brinson* <br />* Lt. Tudor is not a San Leandro resident <br />**Alternates to BPAC <br />Five BPAC meetings will be held starting in January 2010. Based on the meetings, a draft <br />Bicycle and Pedestrian Master Plan is expected to be completed by July 2010. The draft plan <br />will subsequently be reviewed and approved by the Planning Commission and City Council. <br />Applicable General Plan Policy <br />• Action 14.01-A Bikeway Plan Implementation -Maintain and implement a Citywide <br />Bikeway Plan and update that plan regularly as conditions and needs change <br />• Policy 14.02 Funding -Aggressively pursue state and federal funding for bicycle and <br />pedestrian improvements <br />
