DRAFT MINUTES <br /> Page 9 <br />December 7, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Serena Chen, American Lung Association <br />, addressed the City Council, expressing <br />support for the ordinance strengthening smoking regulations in San Leandro. <br /> <br />Beatrice Cardenas-Duncan, Volunteer with the American Heart Association <br />, <br />addressed the City Council in support of the proposed ordinance amendments. <br /> <br />Dolores Tejada, Community Resources for Independent Living (CRIL) <br />, addressed <br />the City Council, commenting that many of CRIL clients support the passage of the <br />ordinance. <br /> <br />Jessica Lehman, CRIL <br />, addressed the City Council, commenting that people with <br />disabilities are twice as likely to be affected by secondhand smoke. Ms. Lehman stated <br />this ordinance is a first step in raising the consciousness of smokers and how their habit <br />impacts others, and that she looks forward to the community discussion on smoking <br />restrictions in multi-family housing. <br /> <br />Carolina AbatayoCRIL, <br />, addressed the City Council, relating her personal experience <br />with secondhand smoke while staying in a shelter and while riding the bus. <br /> <br />Janice Louie, Alameda County Public Health Department, <br /> addressed the City <br />Council, expressing appreciation to the Council for considering the amendments to the <br />smoking ordinance. help by providing assistance with <br />signage and public awareness. <br /> <br />Councilmember Gregory commented that we have the data on secondhand smoke, and <br />the ordinance would help the City to better serve its constituents. <br /> <br />Vice Mayor Starosciak pointed out that there are ashtrays at bus stops. She suggested <br />that the City request assistance from the County or AC Transit to remove the ashtrays <br />and add signage to let people know that bus stops are now smoke free. <br /> <br /> Ordinance No. 2009-011 <br />, An Ordinance Repealing Chapter 4-12 of the San <br />Leandro Municipal Code, and Adopting a New Chapter 4-12 Prohibiting the Use <br />of Tobacco Products in or Around Workplaces, Public Places, Recreational Areas <br />and Facilities (strengthens the regulations regarding smoking in public places, <br />places of employment, recreational area and athletic facilities in the City).
