Presentation on State Energy Programs 1 and 2 -Related to Funding for Municipal Clean <br />Energy, Energy Efficiency Financing and Residential Retrofit Grant Applications <br />Planner Barron provided the Committee with an overview of the State Energy Program (SEP) <br />Grants (see attached powerpoint handout). Barros explained the SEPl application is to provide <br />funding to establishing municipal financing for clean energy and energy efficiency. Twelve <br />counties are participating in a grant application for $16.5 million. Alameda County's <br />appropriation would be $768,000 and the funding would be used to buy-down one percent of the <br />interest rate for the first $25 million to be loaned and start up fees to implement the program. The <br />SEP2 application is to provide funding for technical assistance to set up a residential retrofit <br />program. Nine counties are participating in a grant application for $10.7 million. Alameda <br />County's share would be $1.6 million and the funding would be used for standards development, <br />marketing, and workforce development. Resolutions for the City to participate in the programs <br />will be brought to the City Council in February 2010. <br />2. Review of Proposed Industrial Competiveness Forgivable Loan Program Guidelines <br />Analyst Kay provided the Committee with an overview of the Industrial Competiveness Program <br />(see attached memorandum). It is designed to serve as an incentive to facilitate energy efficiency <br />improvements to industrial businesses in the West San Leandro/MacArthur Boulevard Project <br />Area. The program would provide forgivable loans up to 50 percent of a project's total cost or <br />$50,000. The funding will be awarded as a reimbursement at project completion. It would be <br />awarded in the form of a forgivable loan. The improvement project would be evaluated one year <br />after its completion and if it continues to meet the terms of the agreement, the loan would be <br />
