Planning Commission Draft Meeting Minutes Excerpt <br />Agenda No. 09-23 <br />• Promotion of drought-tolerant landscaping. <br />Deceruber Y7, 2009 <br />Page 2 of 2 <br />Senior Planner Barros referenced a communication from StopWaste.Org regarding implementation of a few <br />additional requirements beyond those mandated by the State regarding Bay-Friendly Landscaping. This <br />derives from a resolution that the San Leandro City Council passed in February 2006 to encourage the use <br />of bay-friendly landscaping, and will be part of the landscape ordinance (Article 19). She said that staff is <br />seeking input and asking the Planning Commission to recommend adoption of the Initial Study Negative <br />Declaration and the proposed Zoning Code revisions. <br />Commissioner Brannan asked about the 8 p.m.-10 a.m. irrigation schedule. She wondered if 10 a.m. isn't <br />too late in the morning, if the desire is to avoid watering while the sun is more likely to evaporate water. <br />Senior Planner Barros noted that it isn't until about ll a.m. that the temperature actually begins to shoot <br />up, and California Department of Water Resources scientists and technicians probably relied on that kind of <br />ambient temperature to determine the range. <br />Chair Dlugosh asked whether the Police Department would be issuing citations rather than penalties. <br />Senior Planner Barros thanked him for the clarification, after which he invited speakers from the audience <br />to comment on the topic. <br />Darlene Evans said that there are 175 duplexes on Bristol Boulevard where she lives, and weeds are out of <br />control on some of the properties. People are unaware that fines for weeds can be as much as $5,000. Noise <br />is another problem that prevents her from renting her place out. Vector control had to be called last year <br />because two streets were inundated with field mice. Storm drains are not cleared. Now it will also be <br />neeessa~y to enforce water waste as well. San Leandro does not exert enough control over these problems. <br />Joe Collier, 644 Douglas Drive, said that he would like to see language regarding police enforcement <br />removed from the proposed ordinance, because the police are already overburdened and short-staffed. He <br />said he does not believe that the Police Department has the resources at this time to enforce the ordinance. <br />Chair Dlugosh explained that the language refers to code compliance, which has been moved to the Police <br />Department. Mr. Collier understands that, and suggested perhaps just using the term "code compliance" <br />without specific reference to "police." The police don't even have personnel to come out when a car's been <br />broken into; they tell people to write reports and bring them in. In response to a further question on the <br />language from Commissioner Ponder, Senior Planner Barros explained that the word "police" was only in <br />her PowerPoint presentation but not in the language of the proposed ordinance. Code Compliance staff <br />seems ready to take on the responsibility she said, and the burden is not likely to be acute. <br />Motion to Close Public Hearing <br />Reed/~lbero; 6 Aye; 0 No; 1 Absent <br />Chair Dlugosh invited further discussion among Commissioners.
