facility must comply with the requirements of the Ca Aboveground Petroleum <br />Storage Act (APSA) as required in Ch 6.67 of the Ca H&S Code and implement a <br />Spill Prevention Control and Countermeasure Plan (SPCC) in conformance with 40 <br />CFR 112. <br />V. FIRE DEPARTMENT <br />A. All portions of the exterior walls of the buildings shall be within 150 feet from an <br />emergency vehicle access road as a person would walk. The emergency vehicle <br />access roads shall be a minimum of 20 feet wide and labeled "Fire Lane No parking <br />CVC 22500.1". A truck scale is show in the emergency vehicle access way. This <br />scale shall not obstruct access and shall be able to support fire apparatus. <br />B. New buildings that do not have an automatic sprinkler system shall be provided with <br />a central station monitored fire alarm system in accordance with the San Leandro <br />Fire Code. Note: this requirement does not apply to canopy buildings. <br />C. The fire hydrant locations are not shown. Fire hydrants and fire flow shall be <br />provided in accordance with the San Leandro Fire Code appendixes B and C. <br />Information on the available fire flow for this site is available from East Bay <br />Municipal Utility District. <br />D. Any new and existing gates required for emergency vehicle access shall be a <br />minimum of 22 feet wide. <br />E. Knox boxes shall be provided at each gate and the main entrance to the building. <br />F. Combustible storage shall be maintained a minimum of 10 feet from property lines <br />for storage over 6 feet high and a minimum of 3 feet from property lines for storage <br />under 6 feet high. <br />G. The project shall comply with the applicable Building and Fire Codes as adopted by <br />the City of San Leandro. Building construction plans shall be submitted and <br />approved prior to start of any work. <br />VI. PERFORMANCE STANDARDS <br />A. All uses and activities shall comply with the provisions of the San Leandro Noise <br />Regulations (Title 1V, Chapter 1 of the Municipal Code). <br />B. No use, activity, or process shall produce vibrations that are perceptible without <br />instruments by a reasonable person at the property lines of a site. <br />C. No use, process, or activity shall produce objectionable dust that is perceptible without <br />instruments by a reasonable person at the property lines of a site. <br />D. Parking lot lighting shall comply with Article 17. Security lighting in any district may <br />be indirect or diffused, or shall be shielded or directed away from an R district within <br />five hundred (500) feet. <br />E. Uses, activities, and processes shall not produce any unreasonable, disturbing, or <br />unnecessary emissions of heat or humidity, at the property line of the site on which <br />Conditions of Approval July 16, 2009 <br />PLN2009-00022 Page 8 of 10 <br />
