Hollister Ciry Manager MATTER OF PARTICIPATION IN THE "CALIFORNIA FIRST" PROGRAM OFFERED BY THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY AND AUTHORIZATION OF TWO GRANT APPLICATIONS TO THE STATE ENERGY PROGRAM FOR Fi.JNDING FOR MUNICIPAL CLEAN ENERGY FINANCING AND RESIDENTIAL RETROFIT PROGRAMS SUMMARY AND RECOMMENDATION Staff requests that City Council consider a resolution approving the City of San Leandro's participation in the CaliforniaFIRST Program, offered by the California Statewide Communities Development Authority (CSCDA or California Communities). CSCDA is a California joint powers authority (JPA), of which the City is already a member. The CaliforniaFIRST program creates a mechanism for property owners to finance renewable energy, energy efficiency, and water efficiency projects. If the City's participation in CaliforniaFIIZST is approved by the City Council, property owner participation will be voluntary. CaliforniaFIRST imposes no substantial financial or administrative burdens on the City, but it expands financing alternatives for both residential and commercial property owners, and by encouraging energy and water efficiency, will help the community reduce its environmental footprint. Staff is also asking City Cow~cil to authorize two outside agencies, Sacramento County and the Association of Bay Area Govenm~ents (ABAG), to apply for grants under the State Energy Program (SEP). Sacramento County is applying for $16.5 million under the SEPI program, to cover administrative and legal costs associated with setting up the municipal financing districts within the 14 participating counties. ABAG is applying fora $10.75 million grant under the SEP2 program, to fiord Retrofit Bay A~^ea, a region-wide energy efficiency program that will retrofit 17,000 homes in the nine Bay Area counties. Funds will be allocated on the basis of population of participating cities and counties and administered by Alameda County (SEP1) and StopWaste.Org (SEP2), respectively. If tl~e applications are successful, they could provide substantial energy conservation benefits to the community with a minimal investment of City funds and staff time. Staff recommends that the City Council hold a public hearing and adopt the following resolutions:
