State Energy Program Grants/CaliforniaFIRST 7 February 1, 2010 <br />SEP grant application is successful, the City's direct program costs will be fully covered by the <br />grant. <br />Participation in the Sacramento County (SEP1) and ABAG (SEP2) grant applications requires no <br />commitment of City funds. Other entities will administer the grant funds, and the City's <br />commitment is related to staff time to attend Technical Advisory Group meetings with other <br />Alameda Cow~ty jurisdictions to provide oversight to the county-wide programs. The SEP1 grant <br />could save the City up to $15,000 (the maximum cost the City might otherwise face to participate in <br />CaliforniaFIRST.) <br />There would likely be some positive impact on City revenues because providing a financing option <br />could encourage property owners to purchase renewable energy or energy/water efficient equipment <br />they might not otherwise purchase, generating new economic activity and possibly sales tax <br />revenue. Many of the energy efficiency measures would require building permits, which would also <br />contribute to City revenue. <br />Summary of Public Outreach Efforts <br />Legal requirements for notification of this meeting included publication of a legal notice in the <br />Daily Review five days prior to the public hearing and posting of the meeting agenda at City Hall <br />a minimum of 72 hours in advance of the meeting date. <br />Budget Authority <br />City Council is asked to appropriate up to $15,000 from funds in the Community Development <br />Department ($10,000 from Account # 010-41-001-5120) and Public Works Department ($5,000 <br />from Account # 594-41-207-5120) to cover administrative costs for the CaliforniaFIRST <br />program, in the event that the SEPl grant is not granted. <br /> <br />Perry Carter <br />Interim Finance Director <br />CONCLUSION <br />Staff recommends that the City Council hold a public hearing and adopt the following <br />resolutions: <br />1) Resolution authorizing the City of San Leandro's participation in the CaliforniaFIRST <br />program offered by the California Statewide Communities Development Authority <br />(CSCDA). <br />2) Resolution Authorizing Sacramento County to Act as Lead Applicant for a Municipal <br />Financing Program Grant on Behalf of the City of San Leandro <br />3) Resolution Authorizing the Association of Bay Area Governments to Act as Lead <br />Applicant for a California Comprehensive Residential Building Retrofit Grant on Behalf <br />of the City of San Leandro <br />
