Hollister <br />City Manager <br />AN ORDINANCE AMENDING ARTICLE 1, CHAPTER 1-11 OF THE SAN LEANDRO <br />MUNICIPAL CODE TO CHANGE THE DATE OF THE GENERAL MUNICIPAL <br />ELECTION TO PROVIDE FOR CONSOLIDATION WITH THE STATEWIDE GENERAL <br />ELECTION <br />SUMMARY AND RECOMMENDATION <br />In order to conduct the City's General Municipal Election using Ranked Choice Voting for <br />November 2010, the City Council must change the election date from June to November of even- <br />numbered years. <br />An ordinance amending Municipal Code Section 1-11-100 to change the date of the City's <br />General Municipal Election to consolidate with the Statewide General Election in November of <br />even-numbered years is presented for Council consideration. Staff recommends that Council <br />adopt the ordinance. <br />BACKGROUND <br />Analysis <br />At its meeting on January 19, 2010, the City Council adopted a resolution, approving a <br />Memorandum of Understanding between Alameda County and the Cities of Oakland, Berkeley <br />and San Leandro for reimbursement of costs associated with Ranked Choice Voting (RCV). <br />With the approval of the MOU, San Leandro joins the Cities of Oakland and Berkeley in the use <br />of RCV for their November 2, 2010 City Council elections. The use of RCV eliminates the need <br />for a separate runoff election, and allows the City to consolidate its General Municipal Election <br />with the Statewide General Election in November, when voter turnout is highest. <br />Currently, the San Leandro Municipal Code consolidates the City's General Municipal Election <br />with the Statewide Primary Election, held the first Tuesday after the first Monday in June of <br />even-numbered years. The proposed ordinance would amend the Municipal Code to consolidate <br />the City's General Municipal Election date with the Statewide General Election, held the first <br />Tuesday after the first Monday in November of even-numbered years. This change allows the <br />City to move forward with plans to use RCV for the November 2, 2010 City Council election. <br />
