Downtown Lighting -Acceptance 2 February 1, 2010 <br />Current City Council Policy <br />• The project complements other recently completed downtown improvements, such as the <br />History Museum/Art Gallery, the West Estudillo Pedestrian Connection, the History Walk <br />and ornamental lighting on East 14th and Davis Streets <br />• Elements of this project were taken from the City Council San Leandro/BART Area <br />Revitalization Strategy as well as the Downtown Plan and Urban Design Guidelines <br />Previous City Council Action(s) <br />• On November 3, 2003, by Resolution No. 2003-223, the City Council awarded a design <br />contract to Winzler and Kelly Consulting Engineers <br />• A City Council Work Session was held in February 2003 to discuss possible improvement <br />projects for the downtown area, where the proposal for the installation of the downtown <br />decorative lighting was favorably received by the Council Members in attendance <br />• On April 7, 2008, by Resolution 2008-033, the City Council approved the plans and <br />specifications and called for bids <br />• On April 7, 2008, by Resolution 2008-009 Redevelopment Agency (RDA), the RDA <br />approved the plans and specifications and called for bids, authorized the use of <br />Redevelopment funds and authorized the City of San Leandro to act as its agent for the <br />oversight and administration of the project <br />• On June 16, 2008, by Resolution 2008-066, the City Council awarded the construction <br />contract for the subject project to McGuire & Hester <br />City Council Committee Review and Action <br />• City Council-appointed advisory committees were established for the development of the <br />Central San Leandro/BART Area Revitalization Strategy and the Downtown Plan and Urban <br />Design Guidelines <br />• Facilities Committee approved the closure of the West Joaquin Avenue pedestrian plaza at its <br />March 22, 2006 meeting <br />• On September 4, 2007, by Resolution 2007-116, the City Council certified the TOD Strategy <br />Environmental Impact Report (EIR) <br />Applicable General Plan Policy <br />• General Plan Policy Focus 42.03 for Urban Design Improvements: This policy calls for the <br />use of urban design elements such as: bollards; pavers; fountains; signage; tree lighting; and <br />street furniture to establish a stronger design identity for San Leandro's commercial areas and <br />create a more inviting street environment for pedestrians <br />• Complies with the Downtown TOD Strategy <br />Permits and/or Variances Granted <br />No variances were required for this project. <br />
