Adopted 7/16/2001 -Effective 8/1512001 City of San Leandro Zoning Code -Article 19 <br />(includes amendments effective through 2007) <br />1. Plants shall be selected and planted appropriately based upon their <br />adaptability to the climatic geologic and topographical conditions of <br />the project site. <br />2. Plants shall be grouped in hydozones according to water need. <br />3. At least seventy-five percent (75%) of the total number of plants in <br />non-turf areas shall require occasional little or no summer water. All <br />~ecies should be adapted to the climate in which they will be <br />planted as documented by a published plant reference. If plants are <br />aiven a range of water needs from "occasional to moderate" for <br />example the landscape designer must determine if the plant will <br />require either occasional or moderate wateringbased on site, soil, <br />and climate conditions, and categorize the plant appropriately. <br />Sources used to determine climate adaptation and watering <br />requirements may include: <br />a. Bornstein Carol David Fross and Barf Q'Brien California Native <br />Plants for the Garden. <br />Qualifying irrigation designation: "occasional", "infrequent", or <br />"drought tolerant" <br />b. East 8ay Municipal Utility District's publication Plants and <br />Landscapes for Summer Dry Climates. <br />Qualifying irrigation designation: "occasional", "infr~uent" or "no <br />summer water" <br />c. Sunset Publishing Corporation Sunsef Western Garden Book. <br />Qualifying irrigation designation: "little or no water" <br />d. University of California Cooperative Extension's Guide to <br />Estimatin Irrigation Water Needs of Landscape Plantings in CA. <br />Qualifying irrigation designation: "Low" or_"Very Low" <br />4. Total irrigated areas specified as turf shall be limited to a maximum of <br />25%; worts or multiple uses fields or recreational areas exempted. <br />Turf is not allowed on slopes greater than twenty-five (25) percent <br />where the toe of the slope is adjacent to an impermeable hardscape <br />and where twenty-five (25) percent means one (1) foot of vertical <br />elevation change for every four (4) feet of horizontal length. <br />5. Those species identified b,y CAL-IPC as invasive in the San <br />Francisco Bay Area shall not be specified. <br />6. The architectural guidelines of a common interest development, <br />which include community apartment projects, condominiums, <br />planned developments, and stock cooperatives, shall not prohibit or <br />include conditions that have the effect of prohibiting the use of low- <br />water use plants as a group. <br />7. Recirculating water shall be used for water features and, where <br />available, recycled water shall be used as a source for decorative <br />water features. <br />8.
